Preheat oven to 180 degrees Celsius (moderate oven)
In a large bowl gently mix flour, quinoa, pistachios and lemon zest with a whisk until well combined
In a separate bowl use an electric beater to beat butter, egg, sugar, vanilla and lemon juice until the sugar has dissolved
Add the wet mixture to the dry ingredients and mix well to form cookie dough
Wet your hands and then roll dough into small balls and place on a lined baking tray
Bake in a moderate oven for 20 minutes or until cookies have slightly browned
